Frequently Asked Questions

Typically, $1,900, but costs depend on the size of the building. Normally a Threat Vulnerability Assessment (TVA) for a house of worship (HoW) is $1,900, but if a school is associated with the HoW, or the HoW is much larger than the “typical” HoW, the cost could extend to $3,000.

Possibly. If the House of Worship is outside of a 100-mile radius of Crane American’s home office, travel and lodging expenses will be added. Also, if there are no floor plans (blueprints not accepted), then a mapping program will be used. Costs can range from $200 – $600 for that service. FEMA Nonprofit Security Grant application costs an additional $500. **

For two main reasons – 1. To identify the threat, vulnerabilities, and recommended mitigation measures; and 2. The TVA is required for the FEMA Nonprofit Security Grant.

No. Many Houses of Worship do not want to accept federal funding. In those cases, the TVA is kept in-house and used for security improvements and may also be passed to first responders to assist with their responses.

No. The grants are very competitive. Congress appropriates dollars to FEMA to apply to the NPSG program. Churches across the nation apply for those monies, then an application committee scrutinizes each application and makes the awards. Those monies are passed on to the individual states to be administered.

The grants vary from year-to-year. The maximum grant awards for 2026 are $200,000. Your authorized expenditure must meet and not exceed that threshold. You will only receive the dollar amount for the authorized expenditures that do not exceed $200,000. For example: if all of your security expenses total $147,000, that’s the amount that will be awarded.

No. The funds are disbursed after the invoices have been paid by the HoW. Normally, the HoW will pay for one line item, get reimbursed, then go to the next line item.

Depends on the size of the building. Normally the on-the-ground assessment takes a full day, with a possible return to gather more information if required. The write-up can take up to one month.

No. Many rural areas HoW have received the NPSG. It depends on the threat, and the TVA write-up.
